Farewell to Congress

This may well be the last time I speak on the House Floor.  At the end of the year I’ll leave Congress after 23 years in office over a 36 year period.  My goals in 1976 were the same as they are today:  promote peace and prosperity by a strict adherence to the principles of individual liberty.

It was my opinion, that the course the U.S. embarked on in the latter part of the 20th Century would bring us a major financial crisis and engulf us in a foreign policy that would overextend us and undermine our national security.

To achieve the goals I sought, government would have had to shrink in size and scope, reduce spending, change the monetary system, and reject the unsustainable costs of policing the world and expanding the American Empire.

The problems seemed to be overwhelming and impossible to solve, yet from my view point, just following the constraints placed on the federal government by the Constitution would have been a good place to start.

 

How Much Did I Accomplish?

In many ways, according to conventional wisdom, my off-and-on career in Congress, from 1976 to 2012, accomplished very little.  No named legislation, no named federal buildings or highways—thank goodness.  In spite of my efforts, the government has grown exponentially, taxes remain excessive, and the prolific increase of incomprehensible regulations continues.  Wars are constant and pursued without Congressional declaration, deficits rise to the sky, poverty is rampant and dependency on the federal government is now worse than any time in our history.

All this with minimal concerns for the deficits and unfunded liabilities that common sense tells us cannot go on much longer.  A grand, but never mentioned, bipartisan agreement allows for the well-kept secret that keeps the spending going.  One side doesn’t give up one penny on military spending, the other side doesn’t give up one penny on welfare spending, while both sides support the bailouts and subsidies for the banking and  corporate elite.  And the spending continues as the economy weakens and the downward spiral continues.   As the government continues fiddling around, our liberties and our wealth burn in the flames of a foreign policy that makes us less safe.

The major stumbling block to real change in Washington is the total resistance to admitting that the country is broke. This has made compromising, just to agree to increase spending, inevitable since neither side has any intention of cutting spending.

The country and the Congress will remain divisive since there’s no “loot left to divvy up.”

Without this recognition the spenders in Washington will continue the march toward a fiscal cliff much bigger than the one anticipated this coming January.

I have thought a lot about why those of us who believe in liberty, as a solution, have done so poorly in convincing others of its benefits.  If liberty is what we claim it is- the principle that protects all personal, social and economic decisions necessary for maximum prosperity and the best chance for peace- it should be an easy sell.  Yet, history has shown that the masses have been quite receptive to the promises of authoritarians which are rarely if ever fulfilled.

The defense bill that lets the government indefinitely detain any US citizen without charge or trial wasn’t mentioned once during the three presidential debates, but that didn’t stop activists from sounding off: #StopNDAA went worldwide Monday night.

A campaign aimed at drawing awareness to the National Defense Authorization Act for Fiscal Year 2012 and a draconian provision that provides the government the power to lock-up any person on mere suspicion of terrorist ties succeeded during Monday’s third and final presidential debate. “#StopNDAA” was among the most popular hashtags included in messages sent over Twitter Monday night, at one point entering the list of top worldwide trends.

The action was coordinated thanks in part to a grassroots campaign orchestrated by Revolution Truth and Demand Progress, among others, advertised through StopNDAA.org and endorsed by thousands of activists across the globe.

“Both parties are colluding in denying you your First and Fifth amendment rights under the 2012 National Defense Authorization Act, and both candidates refuse to discuss this bipartisan assault on civil liberties,” a message posted on the Stop NDAA website reads.

Elsewhere on the site, examples of sample tweets were included alongside information about the annual Pentagon spending blueprint that was drafted last year to include a provision, Section 1021, that affirms that the president can use military force to imprison any person considered to have “substantially supported” a terrorist group engaged in hostilities against the US or its allies. Under the law, though, the commander-in-chief can also lock-up any individual until a vaguely defined “end of hostilities” without ever being required to try them in a court of law.

Fusion centers are also involved in rolling out nationwide biometrics systems as well as centralized biometrics databases coordinated by the federal government.

In the past, Napolitano has claimed that fusion centers are “one of the centerpieces of our counterterrorism strategy,” while reality paints a completely different picture.

The Senate panel, which combed over 80,000 fusion center documents, determined that they could not “identify a contribution such fusion center reporting made to disrupt an active terrorist plot.”

Furthermore, unnamed DHS officials told the senate panel that fusion centers put out “predominantly useless information” and “a bunch of crap,” according to Danger Room.

This is somewhat surprising coming from any DHS official given that their official risk assessments have a tendency to wildly underestimate actual risks, but perhaps even DHS employees are beginning to see the absurdity of these fusion centers.

Hilariously, an internal assessment from 2010 – which DHS unsurprisingly did not share with Congress – reveals that a whopping third of all fusion centers do not even have defined procedures for sharing intelligence, which is “one of the prime reasons for their existence.”

Even more troubling is the fact that the Senate has found that at least four fusion centers identified by DHS “do not exist.”

The sad reality is that the Senate’s finding, as noted above, is not in any way shocking. For instance, the Constitution Project (TCP), a national, bipartisan think tank determined, “without effective limits on data collection, storage and use, fusion centers can pose serious risks to civil liberties, including rights of free speech, free assembly, freedom of religion, racial and religious equality, privacy and the right to be free from unnecessary government intrusion.”

In a video obtained exclusively by The Daily Caller, then-presidential candidate Barack Obama tells an audience of black ministers, including the Rev. Jeremiah Wright, that the U.S. government shortchanged Hurricane Katrina victims because of racism.

“The people down in New Orleans they don’t care about as much!” Obama shouts in the video, which was shot in June of 2007 at Hampton University in Virginia. By contrast, survivors of Sept. 11 and Hurricane Andrew received generous amounts of aid, Obama explains. The reason? Unlike residents of majority-black New Orleans, the federal government considers those victims “part of the American family.”

The racially charged and at times angry speech undermines Obama’s carefully-crafted image as a leader eager to build bridges between ethnic groups. For nearly 40 minutes, using an accent he almost never adopts in public, Obama describes a racist, zero-sum society, in which the white majority profits by exploiting black America. The mostly black audience shouts in agreement. The effect is closer to an Al Sharpton rally than a conventional campaign event.

Obama gave the speech in the middle of a hotly-contested presidential primary season, but his remarks escaped scrutiny. Reporters in the room seem to have missed or ignored his most controversial statements. The liberal blogger Andrew Sullivan linked to what he described as a “transcript” of the speech, which turned out not to be a transcript at all, but instead the prepared remarks provided by the campaign. In fact, Obama, who was not using a teleprompter, deviated from his script repeatedly and at length, ad libbing lines that he does not appear to have used before any other audience during his presidential run. A local newspaper posted a series of video clips of the speech, but left out key portions. No complete video of the Hampton speech was widely released. Obama begins his address with “a special shout out” to Jeremiah Wright, the Chicago pastor who nearly derailed Obama’s campaign months later when his sermons attacking Israel and America and accusing the U.S. government of “inventing the HIV virus as a means of genocide against people of color” became public. To the audience at Hampton, Obama describes Wright as, “my pastor, the guy who puts up with me, counsels me, listens to my wife complain about me. He’s a friend and a great leader. Not just in Chicago, but all across the country.” By the time Obama appeared at Hampton, Jeremiah Wright had become a political problem. Wright told The New York Times earlier that year that he would no longer be speaking on the campaign’s behalf because his rhetoric was considered too militant. And yet later in the Hampton speech Obama explicitly defends Wright from unnamed critics, a group he describes as “they”: “They had stories about Trinity United Church of Christ, because we talked about black people in church: ‘Oh, that might be a separatist church,’” Obama said mockingly.
